Tried the action below but no help:
By ourself
- in Web Filter > FortiGuard Category Based Filter, set "Newly Registered Domain" as "Allow"
- add URL in the "Web Rating Overrides", the Action in Web Filter Log from Blocked changed to passthrough, but the web page still can't be browse, as below screenshot.

- Refer to the below link to add the URL in the "Web Rating Overrides"

- use other browsers or private/incognito windows to access the URL, clear browser history, cache and cookies.
A day after, we found that the web page category from "Newly Registered Domain" changed to "Business" suddenly, and can be browse normally.
We question about what situation will make this change, is it FortiGuard Category database updated?
Fortinet support replied the Domain category was updated as per request submitted by users, but we haven't submitted this request, maybe someone else.
So next time if there is a web page blocked by Firewall, we can raise a request to Fortiguard to update the Domain Category.
